Office of the National Investment Council is an advisory body to the President of Ukraine. We provide a platform and facilitate dialogue between local business, international investors and official bodies in Ukraine.
Office of the National Investment Council of Ukraine is supported by EBRD through Ukraine Stabilisation and Sustainable Growth Multi-Donor Account. It addresses Ukraine’s needs in support for the design and implementation of policy reforms and institutional capacity building, as well as investments. The contributors to the Ukraine MDA are the European Union, Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
The National Investment Council of Ukraine was established by the Decree of the President of Ukraine N365/2016 and comprises the highest-ranking state officials.
Chairman of the National Investment Council is President of Ukraine Volodymyr Zelenskyy, Secretary of the National Investment Council is Halyna Yanchenko.

Our mission
- Provide support for the development and implementation of policies to improve the business environment and investment climate in Ukraine, including major legislative and regulatory changes that create attractive conditions for FDI.
- Identify key sectors of the Ukrainian economy that are most attractive for investment, provide analytical coverage of these sectors, highlight key issues related to investing in these sectors, and advise the Ukrainian authorities on how to best address these matters systematically.
- Serve as a platform for Public Private Dialogue, which brings together representatives of the business community, international financial institutions and the Ukrainian authorities to address matters related to the improvement of the national investment climate.
- Liaise with foreign institutional and private investors, international financial institutions to promote Ukraine as an investment destination and to facilitate the implementation of investment projects.
- Collect and analyze information on matters related to the business environment and the investment climate in Ukraine, including from the existing and potential investors, business associations and international financial institutions.
- Initiate formation of working groups to discuss matters related to the investing in a particular sector and develop proposals aimed at identifying systematic solutions. The working groups include representatives of the business community, international financial institutions and the Ukrainian authorities.
We analyze best international practices and initiatives of the Government and the Parliament to create a favorable investment climate in the country.
