National Strategy to Increase Foreign Direct Investment in Ukraine: The Full Document is Available Now

On August 5, 2021, a full version of the National Strategy to Increase Foreign Direct Investment in Ukraine (hereinafter – the “Strategy”) was published on the website of the Office of the National Investment Council of Ukraine and Ukraine’s Investment Promotion Office - UkraineInvest.

The Strategy provides recommendations for the development of promising industries to attract investments and ways to increase the foreign direct investment inflows into Ukraine. The document was primarily created for the international investment community and Ukrainian institutions directly engaged in investment attraction and promotion.

Per request of the Government of Ukraine, the Strategy was developed with support from the USAID Competitive Economy Program (CEP) by EY in Ukraine, in consultations with the Office of the National Investment Council, Ministry of Economy of Ukraine, and UkraineInvest. 

The Strategy is built around cross-sectoral (privatization, export promotion, education, digital transformation, and others) and sectoral incentives to increase foreign direct investments. The document contains specific recommendations on increasing the country’s attractiveness to potential foreign investors, both for relocating production facilities and starting new activities in Ukraine.

The Strategy presentation took place on July 15, 2021, at the event “Increasing FDI in Ukraine – Strategic Dialogue,” which took place at the Diplomatic Academy, with the support of the Ministry of Foreign Affairs of Ukraine. Key speakers included Oleksiy Liubchenko, First Deputy Prime Minister of Ukraine - Minister of Economy of Ukraine, Dmytro Kuleba, Minister of Foreign Affairs of Ukraine, and Alan Purcell, Deputy Chief of Mission at US Embassy in Ukraine, as well as other representatives of the public and private sectors.
